I have always
been interested in public administration and public policy, because it has
power to create idea for solving problems and can be instrument to change people’s
behavior in institutional system. At 6th semester, I applied for an internship
at Skha Consulting. I’m interested for a project that offer for internship
about “Development Strategy of National Social Security System” and “Working
Procedure of Local Government”. And Finally, through the interview test I was
accepted to work at there in “Development Strategy of National Social Security
System” Project and “Study of Formation Holding Company in Bandung” . In this
experience I would like to share what I learned about 3-4 months there.
Skha Consulting is management
consulting who have projects from local government to making the idea for
solving problems in Bandung with many projects related. In Skha Consulting we
have to think different to make solutions that make things right in addition to
make Bandung as World Class City. We have to make strategy to decreasing the
gap between existing Bandung with the goal for Bandung as World Class City. In
my project, SJSN (National Social Security System) has been known will be implemented
on January 2014 and will form new mechanism related social security that impact
people in Indonesia, without exception Bandung. Therefore we formed a strategy
to anticipate these things so that National Social Security System can work
well in Bandung.
We did brainstorming and discussing
about how can we develop the strategy of national security system in Bandung. There
are five steps in this activity: preparation, regulatory review, data
collecting, data analysis, and making recommendations.In this study, we have to
discuss with other people that related to social security system. We have to
present the result to the local government in Bandung and output in this study
is formal document that will be implemented. But, because of the government
bureaucracy in Bandung, Skha Consulting can’t continue the national
social security system project. In the auction process, Skha Consulting fail to
get the project. Because of that, I learned that to do something that we think
is right is not easy as we planned. We have to face the truth about the system
in the world especially institutional system can change people’s behavior.
Through this experience, I know that changing a
system that is not easy like turning hand. To
change the behavior, we need to know what steps should be
done in changing the value
systems that exist in humans.
If it is difficult
to change the value system in a short time, then we can change the system through
a technical rational approach that can
be accepted by the public. To
change the system we can perform technical interventions to ultimately give an
impact to change the value system. The big change started from changing
small things, like people are saying
“a big step starts
from a small
step”.
